On Sunday, Chillicothe Police discovered a man passed out and unresponsive in the parking lot of an apartment complex. They soon determined that the man at the Sherman Park Apartments was a fugitive from Scioto County.
Police detained Toban Byrd, 24, for his suspicious behavior and contacted Scioto County to verify his fugitive status.

Byrd was taken to the Ross County Jail and is being held without bail pending his extradition.
