Portsmouth Code Enforcement called in PPD to assist with a disturbance at the homeless camp on Campbell Avenue just after 1 p.m.
Officers detained Richard Dixon on an open warrant for disorderly conduct and transported him to the Scioto County Jail.

The homeless man was arrested for disorderly conduct and arraigned back on August 14, but a warrant was issued on August 24 when he failed to show up for court. Another warrant was issued when he failed to show up for a September 26th court date.
Officers booked him into the Scioto County Jail.
