Man Arrested Less Than An Hour After Release From Jail

Police arrested a troubled man again less than an hour after he was released from the county jail and officers headed out to the Speedway five times in 24 hours.  We break down the Portsmouth Police Chief’s Daily Briefing.

Under The Influence

  • At 12:35 am, a caller reported a drunk man walking in the road at 11th and Clay. When officers arrived on the scene, they found a man who didn’t appear to be intoxicated. However, the police did advise him about the complaint.
  • A Murray Street caller reported a man stumbling in the road on Gallia at 2:30 am. Officers took a man into custody near the Fishbowl. 
  • Just after 11 am, a caller reported someone passed out at Goodwill on Robinson. It turned out the man was sleeping in a car while waiting for his suboxone appointment. However, neither he nor the owner of the vehicle had a license. Police advised them not to drive. 
  • The Super Quick reported a woman passed out in front of their propane tank at 11:54 am. The PFD revied the woman with Narcan and transported her to SOMC. 
  • Just before 7 pm, a caller reported a woman passed out behind the wheel of a vehicle in the Kroger parking lot. Police took her into custody and arranged for a tow.

Suspicious Activity at Speedway

  • Police responded to a report of a suspicious person at the Speedway on Gallia at 1 am.  Officers took a man into custody and transported him to jail.
  • At 2:25 am, a man refused to leave the Speedway but finally decided to go just before officers arrived. 
  • Just an hour later, Speedway called again to report another man who refused to leave the business. Again, the guy left just before the police arrived. 
  • Police received another call from Speedway at 9:38 am. A man claimed someone on the scene was causing him to fear for his life. Police spoke to both parties involved and each blamed the other. The mean left and went their separate ways. 
  • At 3:31 pm, a caller reported a man drinking beer in a vehicle at the gas pump. He left the scene before the police arrived.

Known and Wanted

PPD took several people into custody after a traffic stop on Robinson Avenue at 2:15 am. Two of the people had open warrants in Scioto County, while another man was wanted in Lawrence County.  They transported that man to the county line to hand off to the Lawrence County Sheriff’s Office. 

Police also gave a warning to another person in the car before towing the vehicle.

Officers at the Scioto County Jail found suspicious items on the suspects when they arrived at the facility. Those items were impounded for testing.

Towed Away

  • Police continued their car crackdown in the 1900 block of Kendall at 6:51 am. They cited a man for no insurance and fictitious tags and towed the vehicle away. 
  • Officers arranged for two vehicles to be towed from High Street just before 9 am. One for fictitious tags and the other for expired tags.

Hey, That’s My Stuff

  • A Linden Avenue caller reported money stolen from their wallet at 8:42 am. Police took information for a report. 
  • At 9:39 am, a woman called the police to report 2 rings stolen right of her fingers. Officers took information for a report. 
  • A woman called the police from the Woodbine Apartments to complain her roommate stole her phone. The roommate agreed to give the phone back. Police spoke to both of them.

Man Arrested Again an Hour After He Was Released From Jail

Portsmouth, Ohio police arrested a troubled man again — just one hour after Portsmouth Municipal Court released him from the Scioto County Jail. 

It started just before 1 pm when a caller reported an apparently high, barefoot, shirtless man stomping around Tracy Park screaming and waving his arms. He was close to a group of children and also urinating in the park. 

When they arrived on the scene, officers discovered a man with whom they have daily contact in a pretty bad state. They called for an ambulance and also advised the jail to get a restraint chair ready for the man.  

Police learned he’d been released from jail at the order of the court less than an hour before. He was not in good physical shape, a body sore had reopened. Officers discovered a syringe on the man. 

Medics treated the man and the Portsmouth Municipal Court put a holder on him.  Police arrested him for the 43rd time, the 5th time in less than a month.  Officers transported him to the hospital to be medically assessed and then back to the Scioto County Jail.

Crappy Situation 

At 9:20 pm, officers responded to a report of a man who refused to leave the porch of a Vinton Avenue residence.

Officers detained the highly intoxicated man out of fear he might harm himself. While en route to the county jail the man defecated all over himself, which is apparently a reoccurring problem. This was his 21st arrest, most on similar charges.
