A report of a car break-in on High Street led to the arrest of a repeat offender with a long, long rap sheet and that was far from the only car break-in officers responded to that day.
Just after 2:30 a.m., witnesses reported an apparently mentally ill woman attempting to get into vehicles on 14th Street. Officers spoke to the woman, who they believe is mentally ill, but since she was able to answer basic questions, they allowed her to leave after explaining that she could go to jail for attempting to get into vehicles.
At 1 p.m., a 5th Street resident reported that their vehicle had been broken into all night and just before 5 p.m., an Offnere Street resident reported their tools stolen from their vehicle.
Just before 4 a.m., a High Street resident said a man was breaking into a car in front of their home. Officers responded to the scene within five minutes and caught up with 43-year-old James Thomas who already had an open warrant.
They took him into custody for a probation violation and booked him into the Scioto County Jail for the 33rd time. Back in April, Thomas was arrested for criminal damaging, criminal trespass, and probation violation but released per the court.
Previous arrests include multiple counts of probation violation, resisting arrest, obstructing official business, failure to appear, disorderly conduct, drug paraphernalia, and aggravated menacing.
