Portsmouth Police dealt a weekend full of strange behavior from the people who wander our city streets, including a man who allegedly urinated near the Mound Park pickleball courts and a drunk man on the Esplanade in Downtown Portsmouth.
At 1 pm, a High Street caller reported a suspicious woman on their lawn. When officers arrived, the woman said she was just putting her shoes on. The woman was just sitting in a random person’s yard and officers explained to her you can’t hang out in strangers’ yards.
At 7:30 pm, Holiday Inn employees said a man came in and told them someone was trying to kill him and he would be waiting across the street for police. When officers arrived on the scene, the man wanted to tell them about some “for motion picture use only” money he’d found in the area.
Witnesses called 911 around 8:30 pm to report a man in red and black dancing in the street near the Mound Park pickle ball court and also urinating in public at the park. Officers took Joseph Hagler into custody for disorderly conduct.

Hagler had been before Portsmouth Municipal Court on at least 30 different charges, including an arrest for disorderly conduct back in late May. Previous arrests include drug charges, child endangering, receiving stolen property, obstruction of official business, resisting arrest, aggravated menacing, theft, and child endangerment.
Officers responded to the Esplanade after a caller reported a drunk man in skinny jeans cussing at people.

Officers took Michael Beckner into custody for drunk and disorderly conduct. This was his 9th arrest for disorderly conduct. Previous charges include falsification, aggravated menacing, theft, criminal damaging, and resisting arrests.
Around 1:30 am, witnesses reported a man lying on the ground in the 400 block of Waller.

Officers checked the homeless camp on 9th Street for a suspect just before noon on Sunday and found the person they were looking for, taking them into custody and booking them into the Scioto County Jail on an open warrant.
A woman came running into the Royal Inn around 2 pm screaming that a man had put his hands on her near the Woodbine Apartment. He was described as wearing a gray shirt and carrying a backpack. Officers searched the area but could not find the man.
A Waller Street resident reported a woman peeking into her home and taking photos. When officers arrived on the scene, they determined the woman needed medical attention and called for an ambulance. Medics transported the woman to the hospital, but the homeowner declined to press charges.
