A man with an arrest record spanning over 20 years found himself back in the Scioto County Jail for the 23rd time.
Officers booked 59-year-old Floyd Layne into the Scioto County Jail around 4:30 a.m. on a charge of parole violation. Layne was released on parole for receiving stolen property charge back in April of 2022 and was arrested for parole violation in February of this year.
Previous charges include multiple counts of parole violation, tampering with records, contempt, having weapons under a disability, illegal manufacturing of drugs, possession of drugs, conspiracy to manufacture drugs, possession of criminal tools, receiving stolen property, failure to appear, and petty theft.
