Portsmouth Police Investigate Explosion Reports

Portsmouth Man Arrested for 39th Time

Portsmouth police investigated reports of an explosion and caught a bunch of people with outstanding warrants… then turned around and let them go. We break down the highlights of the Portsmouth Police Chief’s Daily Briefing.

Portsmouth Police Investigate Explosion Reports

At 12:20 am, a 7th Street caller reported smoke and an explosion in the alley between 7th and 8th Street.

Several other callers also reported a loud explosion at Boundary and Glover. Police checked the area multiple times but heard no noise and couldn’t find any evidence of a fire.

Disturbing The Peace

  • Police answered a call to Richard Noggins just after midnight for a report of a customer attempting to fight with a bouncer. The man left before the police arrived.
  • Around 24 hours later, police received another report from Richard Noggins at 11:15 pm. An employee reported a fight. All involved left the scene.

Under The Influence

  • A caller reported a woman lying across the train tracks at the Young Street Overpass at 12:42 am. The woman then got up and headed towards Gallia Street.
  • Police responded to a report of an apparently intoxicated woman at the First Stop Market. An employee said the woman had been there for over an hour. An officer said the woman did not appear to be intoxicated.
  • Just after 7 pm, officers answered a call to the Scioto Trail for a man jumping in and out of traffic. The day before, police took him into custody on similar charges and immediately released him.  They booked him again.

Domestic Disturbance

A woman contacted the police at 1:29 am and told them a man busted her face. She refused medical treatment and told police he took off down the alley between 3rd and 4th Streets. Police could not locate him.

Catch and Release

  • At 2 am, officers served three warrants on a woman after the Ohio State Patrol took her into custody.
  • An hour later, a report of a suspicious person on 10th Street turned up a man with warrants from both PPD and the Sheriff’s Office. Police took him into custody.
  • A vehicle stop at Arby’s at 3:30 turned up another person with multiple warrants. Police arrested a woman on a Pike County warrant and then took her to the Scioto County Jail to be served the summons. An officer then took her back to her car and let her go.
  • At 3:56 am, officers were checking out a suspicious person on 6th Street and found another subject with a valid warrant. Police took her into custody and released her on her own recognizance.
  • About 20 minutes later, a caller reported a man with several warrants at an 18th Street residence. Police took him into custody.

Warrants at Wendy’s

A report of a disturbance at 10:40 am, yielded even more people with warrants. The initial call was about a man and woman fighting over a misplaced debit card on Gallia Street. The pair headed back to the Royal Inn to look for it.

A few minutes later a caller reported the two were in front of Wendy’s and the woman attempted to push the man in front of a car.

Turns out the pair had warrants from both New Boston and the Scioto County Sheriff’s Office. NBPD came to Wendy’s to serve the woman and then released her.

PPD took the man to the Scioto County Jail.

Suspicious Activity

Police responded to a report of people passed out in a vehicle with the hood up at 17th and Mabert at 12:27 pm.  It turned out the man in the car had… you guessed it… an active warrant. Police served the warrant and arranged for a tow for the vehicle.

Chasing A Guy With A Crowbar

Just before 5 pm, police responded to Thomas Avenue for a report of a woman chasing a man with a crowbar.

Officer advised the man to leave and warned him if he comes back, he faces arrest for criminal trespass.
