Portsmouth Police Reports: Children in Danger, Homeless Baby?
Witnesses reported a man mooning traffic and waving his private parts at passersby from atop the levee and officers investigated multiple reports of children in danger. We hit the highlights from the Portsmouth Police Chief’s Daily Briefing.
Drug Activity
Just after midnight, a caller asked officers to check out the area around the Four Keys Inn on the Scioto Trail for drug activity. Police said the parking lot was full but they didn’t spot anyone outside causing trouble.
Twelve hours later a caller once again reported heavy drug traffic at the hotel. The witness said they were watching a drug transaction at the time and a man was staggering around the lot.
Homeless Baby?
A worried delivery driver, called police just after 7 am. He spotted a baby in the homeless camp behind Bob & Floyd’s on Chillicothe Street.
He said the child was in a baby swing and a young woman picked it up and went over the levee towards the river with the child. Police could not locate the woman or the baby.
At 9:30 am, an officer checked the site and found the baby swing. The homeless people did not have a child with them. The swing was from a nearby donation box.
Dumpster Bust
At 7:22 am, officers observed a man getting into a dumpster on Richardson. Police determined he had an open warrant for a parole violation and took him into custody.
No Place To Go
Just before 9 am, police took a homeless man into custody for the second time in less than a month. Officers picked him up for a probation violation.
The man lives under the Young St. Viaduct. He’s deaf, cannot read or write, and does not know sign language, so communication is difficult. Officers dropped his belonging off back at his homeless camp but allowed him to keep his valuables before transporting him to jail.
Children in Danger
- Just after 10 am, police took a woman in custody and questioned her about an alleged case of child endangering. Officers then took her to jail on an open warrant from the Sheriff’s Office.
- At 8:36 pm, a 4th Street mom told police a neighbor threatened her child. Officer took the woman into custody.
Too Sick For Jail
Officers discovered a man at the 17th Street homeless shelter had a warrant out of Montgomery County.
However, the Scioto County Jail refused to take the wheelchair-bound man due to his medical conditions.
The Montgomery County Sheriff’s Office said they would deal with him at a later date. They updated their records to show his address as the homeless shelter.
Full Moon at Noon
Just before noon, officers answered a call to Chillicothe Street for a report of a man on the levee mooning people, shaking his private parts at people and cussing out folks in the area.
Offices caught up with the shirtless, shoeless homeless man who has been arrested 39 times previously for similar offenses. and advised him to behave.
At 5:19 pm, police returned to the area for another report of the man stripping off his clothes. An ambulance transported him to the hospital.
Cry For Help
Police responded to 11th Street for a report of a suicidal man at 12:29 pm. An officer stayed with the man until an ambulance arrived and then followed the squad to the hospital.
Hey, That’s My Stuff!
At 3:30 pm, a Court Street caller reported a stolen catalytic converter. Police took information for a report.
Jumped
At 9:22 pm, police responded to King’s Daughters Hospital for the report of an assault.
Nurses discovered the man lying outside the hospital and brought him inside. He told them someone jumped him and slammed his head into the ground.
Medical personnel told police the man wasn’t in any shape to talk. Police spoke to the manager of Wendy’s who said a man was assaulted in the parking lot.
Police were later able to return to the hospital and get a statement from the victim.
Messy Visitors
A Walnut Street resident called the police at 10 pm to report people coming into her house and making a mess when she isn’t there.
She told police her home was in good shape when she left at 5 pm, but when she returned home there was damage to the sheetrock and chips to pain. Police made note of the damage.
