Robert Luther Fraley, 89, of New Boston and formerly of West Portsmouth, passed away on Monday, October 13, 2025, at Southern Ohio Medical Center. Born in Rarden on September 4, 1936, he was the son of the late David and Grace Margaret Kouns Fraley.
After graduating from Wheelersburg High School in 1954, Bob served three years in the Army before attending Ohio University, where he obtained a Bachelor of Commerce degree, and soon became a CPA. While living in Phoenix, AZ, he successfully operated a construction business for more than 20 years. Upon retiring to Scioto County, Bob pursued his passion for farming and took great pleasure in selling his homegrown produce and well-known salsa at the local Farmer’s Market.
Bob married the former Deborah Ann Hamilton in Phoenix on October 17, 1980, and the couple was soon to celebrate 45 years of marriage.
In addition to his beloved wife, Deborah Fraley, surviving is his son, Stephen Bryan (Diane) Fraley of North Port, FL; a brother, Thurman Fraley of Portsmouth; and several brothers and sisters-in-law who thought of Bob as a father figure, Daniel (Becky) Mault, Marion Mault, Tempest (Jaime) Allen, and Melissa (Joe Nichols) Barry, and their families.
Bob was also preceded in death by six brothers, William, Thomas, David, Zane, Edward and George Fraley; three sisters, Ella Miller, Ruth Gehres and Ramona Greene; and a brother-in-law, Dave Hamilton.
Funeral services will be held at 1 P.M. on Monday, October 20, 2025, at the Ralph F. Scott Funeral Home in Portsmouth with Dennis Dawes, Minister, officiating. Interment will be in Sunset Memorial Gardens with the James Dickey Post #23 American Legion Honor Guard providing military rites.
The family will receive guests at the funeral home on Sunday from 2 to 5 P.M. and one hour prior to services on Monday.

The flag of the U.S. Army will fly at the funeral home in honor of Mr. Fraley’s service to our country.
