Rosemary Skaggs, 82, of Portsmouth, went peacefully to her heavenly home on Sunday, May 14, 2023, at the SOMC Hospice Center with her loving husband of 66 years by her side. She was born in Portsmouth on October 12, 1940, to the late Rance and Rev. Ella Mae Smith Williams.
Rosemary married William H. “Bill” Skaggs in Portsmouth on October 12, 1956, and they were blessed with two sons who survive: William R. “Randy” (Lora) Skaggs of Portsmouth and Michael A. “Mike” (Tina) Skaggs of Commercial Point. She is also survived by her loving grandchildren, Justin (Samantha) Skaggs of Delaware, Brittany (Matthew) Mader of Portsmouth and Jessica Rose (Matthew) Strawser of Columbus; her great-grandchildren, of whom she was so proud, Ella and Hunter Skaggs, and Piper and Willow Mader. Rosemary is also survived by her brother, Rev. Jack Williams of Portsmouth; and several nieces and nephews, whom she cherished.
A lifelong Christian, Rosemary’s church family was always important to her, and she had many dear friends. She sang in many local churches through the years-from, from singing as a member of the “Gospelettes” to her most recent years singing in the Mabert Road Baptist Church Choir, where she was a member. She often sang with her beloved late sister-in-law, Daisy Williams. Rosemary was an exceptional cook and was happiest during the holidays with a house full of family, friends, and food. She was a retired beautician, and for many years she worked hosting U.S. veterans in her home, providing care and a place that they could call “home.” It was in this capacity that she could showcase her domestic talents. Rosemary also loved tending to her flowers and landscaping, which flourished under her attention.
Funeral services will be held at noon Thursday at the Ralph F. Scott Funeral Home in Portsmouth with Rev. Carlene Shaffer officiating.
The family will receive friends at the funeral home Wednesday from 5 to 7 P.M. and one hour prior to services Thursday.
