Portsmouth’s homeless crisis is spiraling out of control—with gunfire, illegal camps, and mounting filth taking over the city.
SHOOTING SCARE NEAR SPARTAN STADIUM!
Just before 5 p.m., children playing near Spartan Stadium heard what they believed to be gunshots coming from the river side of the old baseball field. Moments later, a man emerged over the levee, telling the kids that someone had been shooting at his tent at a nearby homeless camp. He then took off on a bicycle, leaving police to piece together what happened.
Officers searched the area and located the tent but found no bullet holes or shell casings.

Police were also called to Tracy Park, where homeless individuals had set up camp on the stage, claiming they were charging their phones. Officers reminded them that a permit is required to use the space and told them to move their belongings. Portsmouth City Services was contacted after officials realized the electricity had been left on.

City officials admit they’re losing control of the exploding homeless encampments. Portsmouth Code Enforcement Officer Andy Gedeon recently warned city leaders that the camps are bringing:
Violence & Crime: Stabbings, drug deals, and attacks are being reported.
Filth & Waste: Trash and human waste are piling up.
Fire Hazards: Encampments are catching fire, endangering businesses and homes.
What’s the Solution?
Portsmouth City Council is divided—some members want tougher crackdowns, while others say services must improve first. One controversial idea? Repealing the city’s ban on new drug treatment centers to expand shelters and addiction services.
