Officers responded to 4th and Chillicothe Streets at 4:15 am for a report of an older man passed out on the sidewalk.
When officers arrived on the scene, they discovered a man sleeping on the sidewalk. They advised him to move to a more remote location to prevent police calls.
The vast majority of times that officers find individuals either camping or sleeping on sidewalks or in yards, they tell them to move along without issuing citations or making any arrests.
At 10:30 am, Kroger employees reported an aggressive panhandler who refused to leave the property and cussed out the manager. Police trespassed him from the property.
A few minutes later, officers responded to 11th and Gay for a report of a man sitting on the corner with 2 dogs. An officer advised the man that they would check back later in the day and if the dogs were still there, seek cruelty charges since the animals had no shelter or water.
Police were back on the scene a few minutes later after people at the BMV reported the same man panhandling from customers and cussing them out when they didn’t give money.
