Scioto County Sheriff’s Deputies responded to Sakura on Ohio River Road after a report of a bicycle theft in progress. The caller said an employee from the nearby car lot was chasing the man.
Officers caught up with the suspect and took him into custody. An employee from the auto lot reported finding two bicycles behind their building that they thought the suspect had left there. Officers took photographs of the bikes.
They charged Joseph Morris with theft and obstructing official business.

This was at least his 18th arrest. Previous charges include probation violation, petty theft, drug possession, breaking and entering, driving without a license, vehicular assault, robbery, and OVI.
