Troubled Woman Keeps Portsmouth Police Busy All Day

A troubled woman kept Portsmouth Police busy all day long. They responded to at least four calls regarding her behavior in less than 24 hours. But she wasn’t the only person in distress officers helped out. We break down a day full of good deeds and bad behavior from the daily Crime Log.

Troubled Woman Keeps Police Busy All Day

A woman banging on doors asking for help caused multiple people to call the police. The first call came in at 12:06 am from the 2000 block of Robinson. She told the residents she needed help then ran off in the direction of Burger King. At that time, officers were unable to locate her.

Ten minutes later another call came in from the 2200 block of Robinson. Again, a woman was beating on the door asking for help.

Police caught up with the woman and followed her to Mabert Road. The residents allowed her in to get warm. It turned out to be a woman who has frequent contact with police, usually involving arguments with other people. It’s not usual for PPD officers to have daily contact with the woman involving disputes with others.  She was booked into the Scioto County Jail 20 times in the past 10 years frequently on disorderly conduct, theft, and probation violation charges. Most recently she served 66 days from March until May for probation violation and another 43 days from May until June on the same charge.

Officers reminded her that she must leave the house when the residents tell her to and she agreed.

In Trouble Again

At 10:30 am, a caller reported a woman sitting near the Dash Thru rocking back and forth and throwing her hands in the air. It turned out to be the same woman. Officers advised her to calm down.

At 8 pm, police answered a call about a woman with a backpack stumbling around in the road in front of Portsmouth Ambulance on Gallia. Once again, it was the same woman. Police said she appeared to be high and determined she is a danger to herself and others.

An Officer assisted Portsmouth Ambulance employees in restraining the woman to a stretcher for her own safety. Portsmouth Ambulance transported her to SOMC.

Man Down In Street

At 12:19 am, a caller reported a man leaning against the door of a Gallia Street business. The caller said the man was screaming and appeared to be in distress.

Officers found him lying in front of the store. He told them he’d hit his head and asked for help. Medics responded to the scene and transported him to the hospital.

Under The Influence

  • A Taco Bell employee contacted police at 1:43 am to report a shoeless woman tweaking near the store. Officers took the woman home.
  • Just before 4 pm, a caller reported an apparently high woman in a red pickup truck on Bihlman Drive. Officers parked her vehicle in a legal spot and transported her to a friend’s home to sober up. Her friend promised to look after her and fetch her truck when she was able to drive.
  • Police responded to Buffalo Wild Wings for a report of two guys at the bar who couldn’t pay their bill. One of the men passed out. Officers took the intoxicated man into custody. Employees said if the pair do not return to pay the tab, they will file a theft charge.

Towed Away

  • Just after 7 am, PPD arranged for the first tow of the day. This time, it was a damaged vehicle with a flat tire that had been parked partially in the roadway for some time. Police notified the owner. He said the motor was blown and the vehicle belongs to Eagle Loan now.
  • At 7:57 am, officers had a vehicle in the 2000 block of Robinson towed. It had also been parked in the same spot for 72 hours.
  • Police arranged to hook up another vehicle just before 11 am in the 1900 block of Robinson. The tags were fictitious and the vehicle had been parked there for longer than 72 hours.
  • Half an hour later, a vehicle parked in the 1600 block of 12th street was also towed. Both passenger-side tires were flat and the vehicle had been there for more than 72 hours.

Vacant House Visitors

Police responded to a report of three people with backpacks inside a vacant house on Micklethwaite Road. A caller also reported seeing flashlights inside.

Officers contacted the Health Department and asked for someone to check on the property. Police found two women inside. They were unable to locate the owner of the property to determine if the women had permission to be inside.

However, they took their names in case they are found to be trespassing.

Identity Theft

  • Another report of unemployment identity theft. This time a Wilson Avenue caller notified police at 12:55 pm that someone filed for unemployment and collected $1449 using his name. The man notified Jobs and Family Services as well.
  • Officers received a second complaint from Layton Drive at 2:53 pm. A man received a 1099 form that showed he’d received benefits he didn’t claim.

Homeless Woman Won’t Go Home

Officers were asked to a welfare check on a 70-year-old woman allegedly living out of a truck early in the day. They finally caught up with her at 2:30 pm.

Callers told Adult Protective Services that the woman fell earlier but refused offers of medical help.

The woman has property in Friendship but doesn’t wish to return to it since her husband died. She’s choosing instead to live out of the truck. Police said she seemed okay and passed that information on to Adult Protective Services.
