Walter Frese ‘Bud’ Applegate, 82, of Rubyville, passed away on Tuesday, May 27, 2025, at SOMC Hospice. He was born on September 12, 1942, in Portsmouth, the eldest son of the late Walter Yost and Kathryn Eileen Frese Applegate. He was also preceded in death by one brother, Robert Keith Applegate; and two sisters, Sharon Kay Cox and Sandra Leigh Nolan.
Surviving is one daughter, Lisa Louise Scott, and her husband who was more like a son, Jimmy Scott, of Portsmouth; one son, Walter Spence ‘Buck’ (Tara) Applegate of Powell; three grandchildren, Amber Scott of Portsmouth, Spencer J. and Elayna M. Applegate of Powell; and a great-granddaughter, Sophia Paige Scott of Portsmouth; and all his extended family and friends.
A 1960 graduate of Portsmouth High School, he was a lifelong, avid Trojan fan. He attended Ohio University-Portsmouth and Shawnee State Community College.
Bud retired with 30 years of service from the Ohio Department of Transportation, working in R/W Engineering, and he was a real estate agent. He had also worked in construction for the Assistant Attorney General Department. Following retirement, he worked as a private consultant for 12 years.
He was past secretary and Executive Board Member of the Local Chapter of A.F.S.C.M.E. 7310; past president and Executive Board Member Local Chapter A.F.S.C.M.E. Retirees; past president of Local Chapter of P.E.R.I.; a past volunteer at SOMC; a member of the National Rifle Association. Bud also served on the Retired and Senior Volunteer Program of Scioto County; and he was a longtime member of the SOMC Life Center.
He loved spending time with his family and friends every moment possible and serving the Lord. Bud was an ordained minister of the International Deliverance Church. He was a Notary Public for the State of Ohio, and a member of the Shawnee State University Golden Bears.
Funeral services with Facebook Live Stream will be held at noon on Saturday, May 31, 2025,at the Ralph F. Scott Funeral Home in Portsmouth, with Pastor Jack Howard officiating and interment in Sunset Memorial Gardens. To join the live stream, please visit the funeral home’s Facebook page.
The family will receive friends on Friday from 5 to 7 P.M. and one hour prior to services on Saturday.
