Employees of Speedway called Portsmouth Police around 3 pm to report a man who’d already been barred from the store was hanging out in the parking lot holding food he’d stolen from the store. They told officers the man was becoming a real problem with his behavior.
When officers arrived on the scene, they took Matthew Welliver into custody on an open felony warrant out of Clark County.

The Clark County Grand Jury indicted Welliver on drug charges back in June. He was arrested on similar charges in April.
Officers booked him into the Scioto County Jail.
