EMS responded to the Scioto County Jail for a report of a man overdosing at 4:30 am. Later, a deputy was dispatched to the jail to pick up evidence.

Three weeks ago, Portsmouth Police officers responded to a call at the jail for a woman passed out in a vehicle in the parking lot.

Officers called for an ambulance and impounded the vehicle. The woman was transported to the hospital, and officers went to pick up a urine test kit.
The hospital released the woman, and officers took her into custody on a hold from Ross County.
