A Scioto County Grand Jury has indicted two people from Lucasville on a disturbing set of charges tied to incidents reported in June.
Eric Carr, 36, and Mareena Rouse, 29, both of Lucasville, are facing multiple felony and misdemeanor counts. Warrants have been issued for their arrests, and both are due in Scioto County Common Pleas Court on October 15.
What They’re Charged With
Eric Carr faces three charges:
- Obstructing Official Business (Felony 5): Prosecutors say Carr interfered with sheriff’s deputies during an incident on June 30, putting officers at risk while they tried to arrest him.
- Public Indecency (Misdemeanor 1): He allegedly exposed himself to a child for sexual purposes.
- Public Indecency (Misdemeanor 4): In a separate count, he’s accused of exposing himself recklessly in view of others.
Mareena Rouse faces three charges of her own:
- Obstructing Justice (Felony 5): She’s accused of hiding or helping Carr avoid arrest in connection with a felony case.
- Obstructing Justice (Misdemeanor 1): A second count accuses her of protecting Carr after his alleged indecent exposure.
- Endangering Children (Misdemeanor 1): Prosecutors say she put a three-year-old child in danger by failing to provide proper care and protection.
Court History and Next Steps
Carr is no stranger to the justice system. In 2020, he was sentenced to prison for domestic violence, attempted felonious assault, having weapons under disability, and vandalism. He was released on parole in February 2023.
Both Carr and Rouse were booked into the Scioto County Jail after their indictments, and their arraignments are scheduled for October 15.
