Freedom didn’t last long for Michael Locher, a West Portsmouth parolee arrested after police say he refused to stop while riding a stolen four-wheeler.
An officer on patrol near Slab Run Road and Hygean Run Road spotted Locher driving a red Polaris with a female passenger. When the cruiser’s lights came on, Locher didn’t immediately stop. Police later learned the four-wheeler had been listed in the national missing vehicle database.
Locher was arrested for failure to comply and booked into the Scioto County Jail. He appeared in Portsmouth Municipal Court, where he was appointed a public defender. He’s scheduled to return to court on September 25.
Court records show Locher is on parole for complicity to commit theft and having a weapon under disability. Parolees are required to fully cooperate with law enforcement, which means even small acts of noncompliance can put their freedom at risk.
For Locher, it seems parole didn’t bring a second chance—just a shorter road back to jail.
