A violent domestic disturbance in Portsmouth ended with a man being tased, charged with multiple offenses—including domestic violence—and then quickly released from jail following a court appearance.
Officers were called to a Portsmouth home after a woman reported that her ex-boyfriend had broken into the house and was actively destroying property. When an officer arrived, they found the man inside the residence, armed, and locked in the home.

Police deployed a Taser to gain control of the situation and detained the suspect. An ambulance was called to the scene, and the officer followed EMS as the man was transported to Southern Ohio Medical Center for evaluation.
The suspect, identified as General Hammonds, was later booked into the Scioto County Jail on multiple charges:
- Domestic Violence
- Resisting Arrest
- Obstructing Official Business
- Probation Violation
Despite the serious nature of the incident, Hammonds appeared in Portsmouth Municipal Court shortly afterward. The court issued a protection order against him—and then released him from custody on his own recognizance.
Hammonds is scheduled to return to court on January 13 for a pretrial hearing.
The case adds to growing concerns among residents about repeat domestic violence incidents and how quickly suspects can be back on the street, even after violent encounters that require police to use force to bring a situation under control.
