Toddler Found Wandering on Kent Street
Just before 4 pm, a witness contacted officers to report she found a toddler out in the road crying in front of a Kent Street apartment.
The caller returned the child to his apartment, where she found the mother inside her bedroom with the door locked. The witness said the apartment was messy, there was no food in the home, and the mother began to yell at the toddler.

When an officer responded to the scene, they noted unsanitary living conditions and requested the CPS due a welfare check because the child was found wandering outside on its own. CPS did not remove the child from the home, but did give the mother until Monday to clean the apartment up.
