Money Fight Leads To “Hostage” Situation

A family argument over money spun out of control last Thursday night.  Just before 10 pm, Portsmouth Police were called to Walnut Street. A caller reported a “hostage situation” in progress. The caller also said that firearms were involved in the disturbance. Here’s what happened:

Acting Aggressively

When police got to the scene, they said Richard Buck, 55, and his significant other, Sandra Barney came out of the home “aggressively.”

Ms. Barney, 61, was brandishing a firearm. All officers on the scene loudly ordered Ms. Buck to drop the weapon. She complied. An officer picked up the firearm and attempted to detain Mr. Buck.

According to the police report, Mr. Buck continued to be aggressive. He refused to comply with an order to put his hands behind his back. Officers eventually had to force his hands back. Police say Buck continued to be very aggressive. He screamed over officers. Also, he ignored several commands to calm down and be quiet.

When police went to check the home for other people and weapons, Buck attempted to run past them and get back in the house. An officer stopped him and ordered him to the ground. Police eventually placed him in the back of a patrol call so they could finish conducting their investigation.

Fight Over Money

After interviewing the victims and other witnesses, police determined that Mr. Buck was the aggressor. The incident began when Mr. Buck argued with his son and his son’s boyfriend  (Both are adults and both also live at the home) over money.

The argument escalated. Mr. Buck threatened to kill both of them and pulled out a silver revolver. Both men said they wanted to press charges.

Mr. Buck was arrested and transported to the Scioto County Jail.  He is charged with Aggravated Menacing, Resisting Arrest, and Obstructing Official Business, and Domestic Violence.

His pre-trial hearing is scheduled for May 29. Mr. Buck has a long criminal history. Court records show at least 32 warrants have been issued for him since 1990.
