PPD – Drugged & Kidnapped?

Portsmouth Officers investigated a bizarre report of a man injected with an unknown substance and kidnapped, but what really went down? Plus a quick-thinking child who saved her sister from a fire and a whole lot of worried moms. Real or Imagined?

Just after midnight, a Dorman Drive man told officers he thought multiple people were messing around outside his home.

However, he advised officers he’d been taken to the hospital for mental health issues where he’d imagined that people were messing with him.

When officers arrived at around 12:43 am, he said he realized that the noises were actually his neighbor. He apologized and told police he wanted to tell them in person instead of just canceling the call.

Hey, That’s My Stuff

  • A Thomas Avenue woman called police at 2:30 to report a bike frame missing from outside her home. She said the bike frame appeared in her yard two weeks ago. She didn’t know how it got there or who took it but she wanted to report it stolen. Officers advised he she couldn’t report it stolen since it didn’t belong to her.
  • A caller reported her son for borrowing her vehicle and not returning it at 8:30. However, the vehicle was taken in Columbus. Police advised her to call the CPD.

Messing Around

Just before 3 am, police answered a call to a 25th Street church. A caller reported three people messing around behind the church.

An officer found a man there. He said he was just hanging out. She advised him to leave.

False Alarm

  • Police answered a general alarm at a Gallia Street business at 5:45 am. Turned out to be a false alarm.
  • An hour later, they checked on another commercial alarm on Marshall Avenue.
  • At 8:31 am, a panic alarm sounded in a 25th Street doctor’s office. An employee advised police it was a false alarm.
  • A residential burglary alarm sounded just after 3 pm on Layton Drive. The alarm company called to cancel.
  • A burglar alarm at Portsmouth High School turned out to be another case of practicing teams accidentally setting off the alarm.
  • An alarm sounded at China City on the Scioto Trail just after 10 pm. The alarm company called to cancel the call.

Who’s That Sleeping In My Shed?

  • An 8th Street resident called police at 9 am.  to report someone sleeping in their shed. When officers arrived, no one was there. Police advised the resident to keep the shed locked.
  • A realtor called police just after 2 pm to report someone asleep inside a condemned duplex on Center Street. No one was there when police arrived.

Cigarette To The Face

A Kent Street woman called police at 9:30 am to report a domestic incident. She said her boyfriend pushed her and flicked a cigarette in her face.

However, since she planned to move to Columbus the next day, she decided not to press charges.

Welfare Check

Officers responded to a request for a welfare check on a young man with developmental disabilities at 10 am. His caseworker received a report from the man’s school that said he had lost a great deal of weight and didn’t look well.

The caseworker was unable to contact his parents. Police spoke to him half an hour later and he seemed fine. The parents contacted the caseworker while the officer was there.

Moral Objections

An elderly woman called police around 10:38 am to complain about her Farney Street neighbor. She claimed her daughter was dating the neighbor, even though he’s a married man. She doesn’t approve and feels the neighbor and her daughter are harassing her over the issue.

Police weren’t sure what to do about the moral issue but did advise her on a complaint about the condition of the man’s fence. They suggested she contact the city code office.

Can’t We All Just Get Along?

Just after 11 am, police answered a call from a woman who claimed her husband left a threatening message on her phone.

Turned out the man had a couple of warrants, though the message was about filing for custody of the couple’s child and not a threat.

Police gave the woman information about obtaining a protective order.

Kids In Danger?

  • A caller reported a toddler all alone in Tracy Park at 12:38 pm. Police found three boys at the park, all were supervised by an adult.
  • Police answered a grandmother’s request for a welfare check on a Linden Avenue boy. She worried the child was left home alone all day. No one answered the door and police had no authority to enter the property.
  • Officers responded to a complaint to two small children unattended in a Glen Avenue back yard. The caller said the children moved on to the park. She described them as two very little girls, one wearing a diaper.  Police were unable to find the kids.

Quick-Thinking Child

A quick-thinking child called for help just after 12:30 pm. She told 911 her Dorman Drive house was on fire and that she and her sister were getting out.

She then went to a neighbor’s with her sister. Police said the fire department quickly got the fire under control and the children’s father was notified and headed home.   There’s a bit more to this story that involved an arrest at the scene. I’ve requested more details from PPD and will let you know when I have the report.

DOA

A 17th street resident called police just before 4 pm to report that he believed a neighbor had died. Officers contacted the coroner but he didn’t believe his presence was required.  The funeral home picked up the deceased and police photographed the scene.

Missing Drugs

Just before 4 pm, police received a report from the SOMC main campus that a pharmacy employee stole medication. Police took a report.

Under The Influence

  • At 8:30 pm, a caller reported an apparently intoxicated woman sitting near donation boxes on Gallia Street. She also reported the woman was shaking badly.  When the police arrived the woman took her clothes and left.
  • Just after 10 pm officers responded to a report of an OD on 8th Street.  The man was alert when police arrived.

Drugged & Kidnapped?

A man contacted police with a bizarre tale just before 10 pm. He told officers that people injected him with an unknown substance and knocked him out.  The man claimed he woke up down near the river in the dark.  He did have an injection mark.

Upon further investigation, he admitted that he was a drug user but said he didn’t know any of the people who injected him. He also claimed that someone drained his EBT account.

Police spoke with his mother who had a different story. She said the man was on a three-day drug binge and that she’d found his wallet in her shed. His EBT card still had $60 on it.

Worried Mom

A mother called police at 10:36 pm to express concern for her daughter’s safety. She said the 22-year-old woman had been missing since that morning. The woman said someone told her that something was going to happen to her daughter.

Police checked the address the woman gave them but couldn’t find her daughter.
