A troubled man took it all off at Kroger, and a worried parent reports a man taking pictures of neighborhood kids. We break down the Portsmouth Police Chief’s Daily Briefing.
Under the Influence
Just after 8:30, officers responded to a report of an overdosed man inside a vehicle parked next to a dumpster on Williams Street. The man said he was sleeping but admitted that he had used drugs the night before. He called his mother to pick up his vehicle.
A witness contacted police at 2 m to report a woman overdosed in a field behind the Woodbine Apartments. The woman agreed to leave with a rehab counselor for help.
Police responded to a report of a woman passed out against a building on Chillicothe Street. Police discovered a troubled homeless woman with whom they have frequent contact. They advised her to move along.
Suspicious Activity
Officers responded to Kroger on Gay Street at 11 am for a report of homeless people harassing customers. Police said there was nothing happening when they got there.
At 11:30 am, a caller reported a man loitering on Chillicothe Street. The witness said he was looking in the windows of cars. Officers could not locate him.
Police answered a call to Valero Gas for a report of an issue with a customer. An employee said the woman dropped and broke some beer. She refused to pay for the beer and also refused to leave the property. Officers asked her to go, and she complied.
Hey, That’s My Stuff
A Huntington, West Virginia resident contacted police to report someone stole their iPad, and it was now pinging in Portsmouth. The caller was now in Portsmouth. Officers advised the iPad owner to file a police report with the Huntington PD.
Man Strips Naked at Kroger
Just after noon, officers responded to a report of a man taking off his clothes in the Kroger bathroom. Police said he seemed to have a combination of mental health issues and drug use.
An ambulance transported the man to SOMC for treatment.
Parent Reports Man Taking Pictures of Kids
At 4 pm, a concerned parent told the officer a man was taking pictures of children on Endicott Avenue.
Police spoke to the elderly man who took the photos. He said he was concerned about children playing alone in the street and took pictures of the activity.
An officer advised the man to call the police if he saw anything concerning as his activity had upset his parents.
Freaked Out at Frank & Steins
A bartender at Frank & Steins contacted officers to report there was a man screaming at her in the bar who refused to leave.
Police spoke to the people involved, and the man’s wife came to get him.
