Traffic Stop Turned to Chase, Crash & Kidnapping Charges

Traffic stop turns to kidnapping

New details on hoa a 2 a.m. traffic stop in Lucasville over a stop sign and turn-signal violation turned into a crash, a foot chase, an injured passenger, and a list of felony charges that includes kidnapping and abduction.

Justin Bostwick was taken into custody after deputies attempted to stop a vehicle traveling northbound near Fallen Timber Road.

According to the sheriff’s log, the original reason for the stop was simple: a stop-sign violation and a turn-signal violation.

It did not stay simple for long.

The vehicle crashed off the roadway shortly after 2:10 a.m., and deputies reported a foot pursuit almost immediately afterward.

Within minutes, officers had one man ordered onto the ground near a white house on a hill with a gravel driveway.

The log says Bostwick then took off running again before being returned to custody.

Passenger Hurt in Crash

Deputies also reported a woman still in the passenger seat of the crashed vehicle with a neck injury.

EMS was called to stage in the area while officers continued dealing with the scene and the pursuit.

The dispatch log notes the vehicle was off the roadway and there was no reported entrapment.

A tow truck was later called, and the vehicle was entered into LEADS as towed.

During the investigation, deputies also ran the serial number of a Stihl chainsaw found during the incident. The check came back with no record.

Serious Charges Follow

Bostwick was booked into the Scioto County Jail on a much more serious list of charges than the traffic violations that started the stop.

Those charges include two counts under Ohio’s aggravated vehicular assault/vehicular assault law, kidnapping, abduction, failure to comply with the order or signal of a police officer, and obstructing official business.

The new dispatch report fills in a big part of the earlier mystery.

We now know the case involved an attempted traffic stop, a crash, an injured female passenger, and a foot chase.

What the report still does not explain is exactly what led prosecutors or officers to the kidnapping and abduction charges. The dispatch notes do not say whether the woman in the passenger seat was the alleged victim of those offenses or provide the facts behind those counts.

That part of the case will likely have to come from a fuller incident report or court filings.

Long Criminal History

The new case is not Bostwick’s first trip through the court system.

His prior record includes cases involving carrying a concealed weapon, breaking and entering, receiving stolen property, vandalism, domestic violence, failure to comply, theft, and possession of drug abuse instruments.

One of his more serious earlier cases involved methamphetamine manufacturing and trafficking.

In 2005, Bostwick pleaded guilty to illegal possession of chemicals for the manufacture of drugs and trafficking in methamphetamine.

Court records show he received an agreed prison sentence of four years on the drug-manufacturing-related charge and 17 months on the trafficking charge, to be served consecutively.

He was also given credit for 99 days already served.

The new charges are allegations, and Bostwick is presumed innocent unless proven guilty in court.
