Quick action by Portsmouth first responders helped protect vulnerable children and animals during a disturbing scene at the Farley Square Public Housing Complex.
At 10:44 a.m., officers rushed to the complex after receiving reports of a woman yelling for help. Upon arrival, police immediately recognized the need for backup and didn’t hesitate to call in Child Protective Services (CPS) and Animal Control.
Both agencies responded promptly. CPS dispatched a worker right away, and Animal Control was brought in to assess the living conditions. Police then took two adults into custody on the spot.
Shaun Morgan was arrested for endangering children, creating a substantial risk of harm, and possession of drug paraphernalia.
Sylvia May was also charged with child endangerment. Both were booked into the Scioto County Jail.
Thanks to the fast and coordinated response from Portsmouth Police, CPS, and Animal Control, the situation was brought under control before further harm could occur. Children and animals involved are now in safe hands.
A round of applause for the dedicated officers, caseworkers, and animal welfare teams who stepped in to protect the most vulnerable. Their quick thinking and teamwork made all the difference.
Bottom line: In Portsmouth, when help is needed — the right people answer the call.
