On Friday, August 4, 2023, at approximately 7:22 pm, the Scioto County Sheriff’s 9-1-1 communication center received a distressing call from a female stating that her boyfriend had been shot in the face. The reported location was 196 Center Street in Lucasville, Ohio.
However, after thorough witness interviews, detectives determined that the shooting had occurred at 224 Back Street in Lucasville. The team quickly processed both scenes, while deputies combed the area in search of the suspect.
At 8:01 pm, detectives successfully made contact with the alleged suspect, Thomas Cochenour, aged 53, at the First Stop parking lot, located at 39 Lucasville Minford Road. Cochenour was detained without incident, and the firearm involved in the shooting was recovered from its hiding place.
The victim, identified as Phillip Jackson, 45, of Lucasville, Ohio, was swiftly transported to Southern Ohio Medical Center by Valley Emergency Medical Squad. Due to the seriousness of his injuries, he was later transferred to Grant Medical Center in Columbus.
Cochenour now faces serious charges, including Attempted Murder, a first-degree felony, Felonious Assault, a second-degree felony, and Tampering with Evidence, a third-degree felony. He remains in custody without bond and is scheduled to appear in Portsmouth Municipal Court on Tuesday, August 8, 2023.
The victim, Mr. Jackson has had 13 previous arrests that include multiple counts of domestic violence, failure to appear, driving under a suspension, violating a protection order, contempt, and probation violation.
The suspect has only 1 previous local arrest for being a fugitive from justice in Florida.
This is the second incident in two months in the county of a dispute ending with a victim shot in the face.
Sheriff David Thoroughman expressed his gratitude to Valley Emergency Medical Services for their prompt response and valuable assistance during the incident.
