Just before 11 pm, a drunken stranger with a bloody head wound turned up at an 8th Street home.
EMS and officers headed to the scene. Police said the man didn’t speak English, so they had to send for a translator.

Police booked Melvin Maldonado into the Scioto County jail on charges of disorderly conduct and contempt of court.
