A concerned West Portsmouth neighbor called 911 just before 1 pm to report a man was outside yelling at himself and growling.
Another neighbor called in half an hour later, saying the man was yelling he was going to kill people.
The man called 911 himself at 1:45 pm to ask for a deputy to come hear his side of the story. He told officers he hadn’t made any threats.
