Portsmouth Police Officers responded to a report of some bizarre behavior at the Royal Inn around 3:30 am. Witnesses said a man dressed in black was touching himself and screaming. They said he appeared to be on drugs.

Dispatch called for the drug crisis response team, which responded to the scene along with officers.
Police called for an ambulance to take the man to the hospital for treatment. The ambulance took him to SOMC, and the drug crisis response team said they would follow up.
