Portsmouth Police were called in to assist Scioto County Sheriff’s Officers who’d stopped a vehicle involved in an Adams County theft on 11th Street.
The suspect took off running near Kroger and ended up catching up with Joseph Adkins in Tracy Park.

Portsmouth Police transported Adkins back to the Scioto County Sheriff’s Deputies. Officers booked him into the Scioto County Jail for obstructing official business, parole violation, theft, and resisting arrest.
