A troubled, homeless man with a long history of arrests is back on the streets again and clearly in crisis.
Just after 2 pm, officers responded to 11th Street after a caller said a man kept dressing and undressing himself and beating on his chest near a dumpster.
When police arrived on the scene, they found a troubled man whom they arrested 65 times, multiple times for indecent exposure. The homeless individual is known to have both mental and substance abuse issues. However, officers said he did not appear to be under the influence of any illegal drug and cautioned him to calm down.
Fifteen minutes later, another caller reported a man wasted on drugs near the Salvation Army. When officers responded, they discovered it was the same troubled homeless man. The Salvation Army gave him food and socks and advised him to leave.
