Just after 9 am, witnesses reported a man walking down 28th Street acting very strangely.
They said he was walking down the street holding a shovel and began hitting a vehicle with a woman inside. They described him as wearing a faded green jacket and a black hat. The witness said he took off when they drove by.

Officers responded to the scene about 10 minutes later but were unable to find the strange man with the shovel.
