Officers received multiple reports of individuals lying on the ground in various spots around Portsmouth.
At 11:41 pm, a caller spotted a man on the ground at the Spock Memorial Dog Park. When officers spoke to the man, he said he was napping while he waited for his ride to get out of court. Officers advised him not to nap in public.
At the same time, another caller reported a man lying on the sidewalk at Gallia and Campbell Avenues. When officers arrived on the scene, they learned that workers from a local rehab had already arrived and administered Narcan to the man. The workers took the man for treatment before police arrived.
