During a counseling session, a woman expressed her intent to kill her brother. In furtherance of that idealization, she told the counselor that she had a specific plan of how to carry out the deed.
Counselors are mandated reporters, so they notified Portsmouth Police. It was decided to prepare a “Pink Slip” and give it to the officers.
