Police said a man named ‘Hillbilly’ dispensed his own brand of justice after an alleged theft in Portsmouth. Officers also responded to an ex-with a bat a guy flipping out in the Speedway bathroom. We break down the highlights from the Portsmouth Police Chief’s Briefing.
Knife Left In Alley
Just after midnight, a 17th Street resident reported a large knife lying in the alley behind her home. She was concerned someone might pick it up.
An officer swung by about 10 minutes later and retrieved the knife
Ex With A Ball Bat
A 15th Street caller said her ex-girlfriend had threatened her and a friend while they walked through the lobby of the Findlay Manor apartments. She claimed the ex had a ball bat in her possession.
When officers arrived at 8:50 am, the caller said she did not wish to file charges but did want to know how to file a protection order.
Police advised both parties to leave each other alone.
The Mover Who Wouldn’t Leave
At 8:25 am, a caller told police he moved out of a Farley Court apartment a few days ago but there were still some items inside. He said a former neighbor notified him that someone was in the apartment. He was currently in South Shore and couldn’t check.
Police discovered a man in the apartment. The apartment’s resident said the guy had helped him move a few days ago but did not have permission to be in the apartment.
PMHA told police they would change the locks. Since the apartment appeared undamaged, they said the unwelcome guest could just collect his things and leave.
‘Hillbilly’ Justice
At 9:22 am, officers responded to Summit Street for a report of a man beating on a front door. The man beating on the door also called police.
The guy at the door, also known as ‘Hillbilly’ told police someone stole tools and a bicycle from his tent. He located a guy on a stolen bicycle who took him to the Summit Street address to retrieve his property. The resident of the home said that ‘Hillbilly’ gave him drugs but he didn’t steal any of his property.
Ten minutes later, offices were called back to the area for a report of two men beating and dragging a guy. The caller said the man’s clothes were coming off.
Police said it was all related to the dispute of the missing tools. Turns out the resident of the house had an active warrant through the Scioto County Sheriff’s Office. Police took him into custody.
Hey! That’s My Stuff
- Just before noon, an 11th Street caller reported a vehicle break-in.
- At 7:214 pm, offices answered a call to the Dari Crème for a domestic dispute. A man complained his girlfriend refused to give his rings back. An officer dripped the woman off at home.
- Police assisted the Pike County Sheriff at 7:46 pm by checking for a stolen wallet on 24th Street.
Suspicious Minds
A 13-year-old left home alone contacted police to report strange noised downstairs just after noon. Police said everything checked out okay.
Identity Theft
A Portsmouth City employee notified police of another case of attempted theft of unemployment benefits at 12:20 pm. An unknown suspect applied for unemployment and used her information.
Flipping Out At Speedway
The folks at Speedway on Gallia reported a man flipping out in the bathroom just after 2 pm. Police discovered the man had an active probation warrant. Officers arrested him and took him to the Scioto County Jail.

- An employee at the Wendy’s on Gallia fell and hit her head at work. She was briefly knocked out. Dispatch send EMS to assist.
- A man called police to the Burger King parking lot to report an unusual theft. He told police he met a woman on social media, then agreed to meet her at the Burger King. He gave her $80 for a babysitter and drove her to a Mound Street address. The woman then went around the side of the house and disappeared. Police explained that it was a civil matter. The man was not happy.
Family Feuds
- A woman contacted police at 8:46 pm because her mother-in-law would not permit her to leave a Sheridan Road residence with her child. The mother-in-law told police the woman was drunk and that’s why she refused to let her leave. They arranged for the daughter-in-law’s father to come pick her up.
- Officers responded to the Brew Pub on 2nd at 9:08 pm for a report of a fight. It turned out the combatants were brothers. One left before the police arrived. A family member took the other brother home. Neither brother required medical treatment. No one wanted to press charges.
Under the Influence
Police responded to Vinton Avenue for a report of an overdose at 10:32 pm. Portsmouth ambulance responded as well. It turned out the man had a warrant through the Scioto County Sheriff’s Office.
