Nearly every day, we see reports from the Portsmouth Kroger of criminal activity, bizarre behavior, gun incidents, and even public exposure. But, is this really a Kroger problem? Let’s examine the factors involved.
The Portsmouth Kroger is located in the “hot zone” for the homeless population and those suffering from severe mental illness. It is within walking distance from apartment homes and organizations that provide assistance for people facing these challenges in their lives.
Since Kroger’s security procedures have been changed to prevent employees from chasing shoplifters through city streets, parking lot cameras have been installed, and the Kroger issue has shifted to the location.
This location is very desirable for those who need shelter and human interaction. It offers a large area to get out of the weather, seating, and people-watching. Many downtown businesses deal with the blight of homelessness. The Portsmouth Kroger may be the main destination for that community.
The underlying factors must be addressed to deal effectively with the Kroger problem.
The City Council will likely approve the creation of the Homelessness Task Force. Getting started on some specific details, like information sharing among all local social service agencies, is a good first step.
We applaud the 100 or so employees at the Portsmouth Kroger location. They come to work each day knowing that tomfoolery will certainly occur. Yet, they persevere and provide for their families in the best way they know how. The store is always immaculate, and they obviously take pride in their work.
It is my hope that the Homelessness Task Force will be approved and then prove to be an effective measure by the city to protect the vulnerable and the downtown businesses that are currently suffering.
So, when you see articles about Kroger Chaos, please know that we understand it is a desirable location for a difficult population. We also advocate for the task force’s approval at the Portsmouth City Council’s next meeting on April 14th.
