TCC, the local counseling facility where a Wheelersburg man once worked as a case manager, says it immediately terminated his employment and alerted authorities after learning of serious allegations against him.
“Upon learning of the alleged incident in question, TCC immediately terminated this individual from their role as Primary Case Manager and reported their conduct to the appropriate authorities,” the facility told SCDN in an exclusive statement.
“TCC conducts background checks on all prospective employees and renews these background checks on a set schedule. Our preemployment background investigations, which include a review of local, statewide, and FBI/BCI databases (including fingerprinting), revealed no prior conduct of concern, let alone something of such significant concern.”
The facility also clarified Baker’s role:
“As a Case Manager, this former employee was not working in a therapeutic role but, rather, was working as an entry-level employee responsible for assisting clients with access to relevant social services, such as gaining or regaining driving privileges, and was doing so under the daily oversight of licensed clinical professionals.”
TCC emphasized that, “the safety and well-being of our staff, clients, and patients is—and always has been—our number one priority. TCC will continue to fully cooperate with law enforcement as this matter progresses through the judicial system.”
The Charges
A Scioto County grand jury indicted 20-year-old Tyell Baker of Wheelersburg on multiple sex crime charges, including:
- Gross Sexual Imposition (two counts)
- Sexual Battery
- Public Indecency
According to the indictment, the alleged crimes occurred in June. Prosecutors say Baker used threats—or the threat of force—to compel victims to engage in sexual activity. In some cases, the indictment states, he targeted two individuals over whom he had “supervisory or disciplinary authority” while they were patients in a medical facility.
The grand jury also alleges that some of the conduct happened under circumstances where it was likely to be observed by others.
Court Proceedings
The Scioto County Municipal Court issued a warrant for Baker’s arrest. An arraignment is scheduled for September 17.
