Cops Called Over Kiss On Forehead

A local nursing home contacted police after one dementia patient kissed another on the forehead and Portsmouth citizens face continual harassment by panhandlers and perverts. We hit the highlights of the Portsmouth Police Chief’s Daily Briefing.

Cops Called Over Kiss On Forehead

Just after midnight, officers received a call from a local nursing home to report an incident between two residents suffering from dementia.

A male patient with dementia kissed a female dementia sufferer on the forehead in the common area of the home. A medical supervisor said the incident would also be reported to the State Nursing Board for investigation as it is a mandated reporting incident.

Suspicious at Speedway

  • When officers checked out a suspicious vehicle at Speedway at 12:20 am, they netted two individuals with open warrants from New Boston Police. Officers transported both to the Scioto County Jail.
  • At 3:39 am, a Speedway employee told an officer the store has been receiving prank phone calls. In the last call, the caller threatened to “kill them all.”
  • Two hours later, police were back at the Speedway to deal with a woman, the business wanted her barred from the property. Officers trespassed the woman and warned her not to return.

Woman Assaulted On High Street

A witness told police that a woman was assaulted by a man behind a house on High Street at 2 am and that both fled the scene.

Police caught up with the victim on Summit Street. She said her boyfriend hit her in the back of the head before fleeing the scene. She did not want to press charges.

Dumpster Diving

Just after 7 am, a caller reported that a man cut the chains off the dumpster at Big Lots and was now inside throwing things.

When police arrived on the scene, they discovered a man searching for cans. The chains did not appear damaged.

Big Lots management said as long as there was no damage and the man cleaned up the mess, the store would not press charges.

Under The Influence

  • Just before 10 am, a caller reported someone crawled through the back window of a home on Brown Street. It turned out the caller was heavily intoxicated and the person he was staying with wanted advice on how to evict him.
  • A caller reported a person slumped over in an alley behind Spring Street. The person refused treatment.
  • A worried mom contacted police at 2:49 pm and said her son was high and threatening suicide. Officers searched the area where she thought he might be but could not locate him.
  • At 4:06 pm, a concerned friend asked police to do a welfare check on two friends who were known to use drugs. He hadn’t heard from them in several days.
  • EMA personnel responded to an overdose report on 18th Street just before 9 pm. The fire department administered Narcan and revived a 30-year-old woman.

Hey, That’s My Stuff

A Wayne Avenue caller reported that someone tore up their flower bed and stole some pots at 10:35 am. Officers took information for a report.

A missing iPhone was returned to its owner just before 11 am. The thief sold the phone at the EcoATM at the Walmart in New Boston and the company shipped the phone back to the Portsmouth Police Department. Officers notified the owner to make an appointment to pick up the phone and removed the item from the stolen merchandise database.

Disabled Man Victimized

Officers responded to Vern Riffe School to take a report from a disabled man concerning medication theft. The victim told police someone has been stealing his medication and that he resides with drug users and prostitutes.

The man told workers at the Developmental Disabilities that he was afraid for his life and had been threatened. Officers assisted workers in figuring out how to help the man take out a protective order.

Aggressive Panhandler Watch

Another report of people harassing customers at a Gallia Street business. This time at the Speedway just after 11:30 am.

A man in a hoodie was bothering customers at the entrance to the store. Police caught up with him at Robinson and Young near the car wash and advised him of the complaint.

Woman Sexually Harassed at Park

For the second time in two days, a woman reported being sexually harassed by someone in the area of Tracy Park.

The victim contacted police at 2 pm and said a man approached her in the park. He told the woman he would show her his private parts if she’d show him hers.

Police located the man in the park and arrested him for disorderly contact. Jail personnel discovered a glass pipe in his pocket.

Unwanted Customer

Another case of a business receiving threats from someone barred from the property, this time at the Dollar General on Harding.

The store wanted to bar the woman, but she refused to sign a letter acknowledging that she’d been banned from the property.
