A judge issued an order to remove children from a Portsmouth home in the middle of the night over the weekend.
Just before 11:30 p.m., a caller reported that their neighbor was arguing with their daughter, and the neighbor was now sitting out on the steps of their apartment building crying.

When officers arrived on the scene, they took the woman into custody and contacted CPS. When CPS workers got to the scene, they decided the situation was severe enough to warrant removing the children. They contacted a judge who issued an order to take custody of the kids around 3:30 a.m.
CPS placed the kids in the care of a family member and police booked Tiffany Winters into the jail for domestic violence and knowingly causing physical harm.
