Portsmouth Camper Living, Again

Portsmouth Police arrested a man for the 60th time and officers responded to several reports of highly suspicious behavior. We break down the highlights from the Portsmouth Police Chief’s Daily Briefing.

Under The Influence

  • At 12:47 am, officers responded to a report of a severely intoxicated man lying in the road on Harding Avenue.  Police discovered him next to his vehicle on the side of the street. Some friends of the man took him inside for the night.
  • Just after 2 am, a caller reported an extremely drunk woman hitting herself at a 17th Street address. Officers went to the address but no one answered. They saw no sign of a problem and could find no reason to enter the property.
  • A few minutes later, police answered a call about an intoxicated man attempting to fight people at the Party Time Bar. The man left with a sober driver.
  • Police responded to Save A Lot for a report of a man who passed out after staggering around the parking lot. Police cited him for drug paraphernalia and issued a summons to court. An ambulance made sure the guy was okay before releasing him to his son.

Parking Crackdown

  • At 6:22 am, officers cited and towed a vehicle in the 1600 block of Coles Blvd that neighbors said had been parked there for a month. They previously cited the vehicle on March 22. Police also issued a citation and arranged for a tow for another vehicle for sale on the street.
  • Police marked a vehicle with flat tires parked on the grass in the 1600 block of Offnere. If the owner doesn’t move within 72 hours, it will be towed.
  • Just after 9:30, officers called a tow truck for a motorhome parked on 6th Street. That vehicle was there for about a year, as was a Toyota. Police towed that vehicle as well.
  • At 11:45 am, an officer left junk motor vehicle notices on two cars parked in a Charles Street driveway.

 Can’t We All Just Get Along?

  • Police responded to a report of a woman harassing a man at a Mound Street residence just after 10 am. The woman’s mother also called the police and said she’d reported her daughter missing in Huntington, WV because the man she was with threatened to kill her. The man wanted the woman to leave but police could not make her, as she’d established residency. She decided to leave with her mother.
  • Another Mom called officers at 10:38 to report a female neighbor harassing her son. The neighbor admitted attacking the son because she believes he broke into her house. Police advised the parties to stay away from each other.

Suspicious Behavior

  • Just before 11 am, a Robinson Avenue caller reported several men attempting to get into a home. Police could not locate the suspects.
  • Police answered a call about a suspicious person on the Scioto Trail just before noon. A caller reported a shirtless man throwing his arms up in the air and yelling. Police located him near Wendy’s and arrested him for disorderly conduct.

Home Sweet Towed

Police arranged to tow a junk camper in the 2100 block of 8th Street just before 1 pm. An officer observed people going in and out of the camper earlier.

The camper had no tags and the person living in it could not produce any proof of ownership. He admitted he was living on the streets.  Officers allowed the guy to remove his stuff before towing it away.

Dead Body Reported

At 2 pm, a caller reported a dead body facedown in a yard on 5th Street.

Fortunately, the individual was not dead. However, police said she would be if help didn’t arrive quickly. The officer called for an ambulance but got frustrated when they took too long, so they called for paramedics from the Portsmouth Fire Department.

After nearly 20 minutes, the other ambulance never arrived. The swift thinking of the officer and the professionals at the Portsmouth Fire Department saved this person’s life.

Man Arrested For 60th Time

Just before 11 pm, officers arrested Matthew Lockhart in the 1600 block of Kendall for criminal trespassing.

This is the 34-year-old man’s  60th arrest in Scioto County. Six of those arrests were in the past year.

Previous charges against the man include multiple counts of theft, probation violation, disorderly conduct, and possession of drug abuse instruments.

Portsmouth Municipal Court set bond at $1000.
