Officers caught up with a runaway girl near the 14th Street Community Center, but the child was in no hurry to be returned home.

A Portsmouth Police officer placed the child in a cruiser just after 4 pm, but the child was so out of control, a second set of handcuffs were required. At one point, the girl even punched an officer in the face.
A Scioto County Sheriff’s deputy transported the unruly girl to the Ross County Juvenile Detention Center.
