A Minford man with a long arrest record is behind bars after a brutal assault on a 65-year-old West Portsmouth man on Wednesday. Scioto County Sheriff Mary Donini said his office responded to 911 call at 3:30 pm on Wednesday afternoon. A caller reported an assault on a man at his home on Straight Fork Road in West Portsmouth.
Serious Injuries
The Sheriff’s Office dispatched a deputy and an ambulance to the address. The ambulance transported the victim, a 65-year-old man, to Southern Ohio Medical Center. According to Sheriff Donini, the man suffered multiple facial and head injuries, some of which were fractures. In fact, the injuries were severe enough to warrant a transfer to Grant Trauma Center in Columbus. However, a deputy managed to speak to the injured man before he was transferred to the Columbus hospital. The victim remains hospitalized at Grant.
The deputy forwarded the report to Detective Jodi Conkel for further investigation. Detective Conkel and Deputy John Cart located Noah E. Riggs, 38, of Crull Road in Minford. Officers detained Riggs and questioned him in connection with the assault. Deputy Craig Ashley collected evidence from the scene.
Deputies arrested Riggs without incident and charged him with felonious assault. He appeared in Portsmouth Municipal Court on Thursday. The court set his bond was set at $25,000.
24 Times In Court
Riggs has a length court record over the past 20 years. He appeared in Portsmouth Municipal Court 24 times. The majority of his arrests are for traffic offenses. However, police arrested Riggs three times in 2013 for possessing drug paraphernalia. In 2018, he faced a judge for domestic violence. Additionally, Riggs was back before a judge twice in 2019 on charges of resisting arrest and disorderly conduct.
He’s due back in court on August 20 at 9:30 am for a preliminary hearing on his most recent charges.
