A report of a man not moving inside a parked car led Portsmouth police to make an arrest and tow the vehicle.
Officers were called to the area between CVS and Rapid Fired Pizza on 11th Street after someone spotted a man sitting motionless inside a silver Honda.
When police checked on him, they took Brandon Cline into custody on charges of disorderly conduct and possession of drug paraphernalia.
Officers also arranged to have the Honda towed from the scene.
This is not Cline’s first recent disorderly conduct case.
In March, he pleaded no contest to a disorderly conduct charge and was found guilty. The court ordered him to pay a $25 fine and court costs.
The new charges are allegations. Cline is presumed innocent unless proven guilty in court.
