Cop Exposed Self To Child at Party

A Leesburg, Ohio police sergeant was arrested and charged with a sickening crime. Officials from the Highland County Sheriff said he exposed himself to a 12-year-old girl at a Father’s Day celebration. Further, he’s accused of giving the child alcohol.

Sergeant Roy Stephens’ face was still front and center on the Leesburg Police Department’s home page when I started writing this story. However, it was taken down around 2:45 pm on Wednesday.  Stephens was placed on administrative leave during the investigation and the city said he is no longer an employee.

The Accusation

On Father’s Day, a woman came to the Highland County Sheriff’s Office and reported that Stephens exposed himself to her 12-year-old daughter at a Father’s Day party in Highland County.

Officers advised the woman to take the child to Cincinnati Children’s hospital. A social worker at the hospital interviewed the child and sent the report back to the Highland County Sheriff’s Office.

The Report

Here’s what the child told the social worker:

  • The girl attended a Father’s Day party at Stephens’ home in Fairfield Township. Stevens gave the girl alcohol during the evening. The child said he encouraged her to drink it fast so it would “mess you up faster.”
  • At one point in the evening, Stephens asked the child if she had “ever done anything.” The girl thought he was referring to sexual acts with boys and answered, “no.”
  • Later when the two were sitting alone in a truck, Stephens took out his penis and began to play with it in front of the child. She became frightened and went inside.
  • While she was lying on a couch, Stephens lay down beside her and said that he didn’t mean to scare her.

The Investigation

During a later interview, the girl said Stephens provided her with Busch Beer, Bud Lite Beer, Vodka Lemonade, and other alcohol during the evening. Other witnesses verified that they saw Stephens and the child alone in the garage together.

The Highland County Sheriff’s Office arrested Stephens for indecent exposure and furnishing alcohol to a minor. He’s due in court at the beginning of August.
