Portsmouth Police: Crooks Demand Money From Woman With Dementia

Scammers tried to scare a woman with dementia into giving them money and a man threw a woman out of a moving vehicle. We break down the highlights from a busy Portsmouth Police Chief’s Daily Briefing.

Sex Offense Investigated

Just after 2:35 am, 3 patrol cars and an ambulance responded to a report of a possible sex offense after a caller reported an unresponsive woman passed out near the corner of Vinton and Grandview Avenue.

Officers assisted the ambulance at the scene and took information for a report.

Hey! That’s My Stuff!

  • Just after 8 am, officers received a report of yet another break-in at Schmidt Family Maintenance on Gallia. This time a bed cover, valued at $300 was cut. Police too information for a report.
  • The STEM pre-school reported a stolen bicycle at 12:22 pm.  Missing was a Motobecane bike valued at $2500.
  • At 5:51 pm, Elmwood Drive residents reported a suspicious man going through a shed who later walked down the street with items in his hand. Officers caught up with him on Summit Street. They discovered there was an open warrant for his arrest in Adams County. PPD transported him to the county line and handed him off to officers from Adams County.
  • Just after 7 pm, a Walnut Street resident reported a break-in at her home. Nothing was missing but her locks were damaged. Police took information for a report.

Dancing in the Streets

At 9:01 am, a caller reported a man dancing in traffic and then in the parking lot at the Royal Inn. Police spoke to the guy and told him to stay out of the street.

Street Racing

A Sunrise Avenue caller reported motorcycles racing up and down the street at 11:28 am.  Police found a man working on his motorcycle and also observed other folks riding their bikes on Offnere.

All appeared to be obeying traffic laws.

Under The Influence

  • At noon, PPD responded to the Super Quik on the Scioto Trail for a report of two people passed out in a truck. When officers investigated they discovered there was a warrant for the man’s arrest.  They took the man and a woman into custody. Police arranged for the vehicle to be towed.
  • A caller asked officers to perform a welfare check on a 14th Street woman. The caller said the woman is allowing known drug abusers to stay with her and they feared she would also use drugs and perhaps overdose. Police did try to stop by. No one answered the door.
  • Offnere Street witnesses reported an apparently high man wandering the street at 9:22 pm. Counselors from a local rehab facility convinced the man to go into treatment and transported him to the facility.

Woman Thrown From Moving Car

PPD offered assistance to officers in South Shore after a man threw a woman out of a moving vehicle and then hit her in the head before fleeing to Ohio.

Police caught up with the guy on 4th Street. They issued citations for fictitious tags and impounded the vehicle then took the guy into custody.

Tire Vandal Leaves Bouquet Behind

While most people would think of pairing a box of chocolates or a bottle of wine with a bouquet of roses, someone thought they were the perfect accompaniment for slashing tires.

A Grandview Avenue caller reported someone flattened the vehicles on their car and left some roses behind. Police took information for a report.

Time To Get Out

The Health Department asked PPD to help them make sure a 6th Street home was not occupied. Police looked through the place and found no one inside.

Pit Bull Attacks County Worker

A pit bull bit an employee of Solid Waste Management just after 2:30 pm.

The worker was on Robinson Avenue checking an address at the request of Count Commissioners when a loose dog attacked. Police contacted animal control.

Scammers Threaten Woman With Dementia

Low-life scammers extorted money out of a woman with dementia.  The property manager where she lives contacted officers at 3:14 pm.

He informed police phone scammers had called the woman claiming she owed them money and demanded payment. They ordered her to go to the store and purchase gift cards. The woman was terrified these people would come to her home.

Police told her it was a scam and that she should ignore the callers.

Threats Were Made

Police responded to Summit Street at 4:31 pm. after a verbal altercation between folks in two different vehicles escalated into threats of a gun.

Officers searched the vehicles and found nothing illegal. They advised the parties to behave and sent them on their way.

Sonic Boom

Just around 5:30 pm, it appears a sonic book set off several residential alarms.

Not Free After All

The jail released an inmate, but he claims he was still under supervision. A man contacted officers at 8:14 pm to say he’d just been released from the Scioto County Jail and a woman was now tailing him.

He said she followed him to Arby’s and then to Advance Auto Parts. Police took information for a report.

Teen Bitten and Beaten?

A worried aunt contact officers at 8:23 pm to report her niece came home with black eyes. She believes the girl’s 14-year-old boyfriend beat and bit the girl.

The girl said no assault occurred and that she would stay with her grandmother for the evening.

Boy Alleges Abuse By Grandma

A boy contacted the police at 10:25 pm. because he did not want to go home to his grandmother. He’d previously called CPS to report an abusive situation.

The officer transported the boy to meet with CPS shortly after midnight. The agency developed a safety plan for the boy who went with his brother.

Fireworks or Gunshots?

Acllers reported gunshots in the area of High Street at 10:30 pm. It turned out to just be fireworks.

There were a few other reports of gunshots around the same time but officers did not find any activity involving firearms.
