A call for a welfare check on a baby living on Summit Street escalated when officers discovered a dead dog in the home’s backyard, adding to neighbors’ concerns about unsafe conditions.
The caller told police the family had been tossing dirty diapers into the yard and worried the child was living in hazardous surroundings. They also reported seeing a dead animal on the property.
When officers arrived, no one answered the door. Through the fence, they confirmed a deceased dog lying in the backyard. A neighbor said the animal had died during the night.
Animal control responded and issued a citation for failing to properly dispose of the dead animal. Police told neighbors to call back if the family is seen outside so officers can speak with them directly about the child’s welfare.
The case reminds us of the growing concern in Portsmouth about neglected properties where children and animals may be at risk. Authorities say they rely on neighbors to report suspicious or unsanitary conditions, since officers often can’t intervene without direct access to the home.
