A routine school day at Portsmouth Elementary took a sharp turn when police were called to the campus for an “officer wanted” report — and ended up arresting a man on serious charges.
Arrest on School Grounds
When officers arrived, they located Jeffery Holmes, who was soon taken into custody. Police said Holmes was in physical control of a vehicle while under the influence — a charge similar to OVI — and that children were present, resulting in an additional child endangerment charge.
Officers impounded his vehicle, called for a tow, and booked Holmes into the Scioto County Jail.
A History Behind the Wheel
Court records show this isn’t Holmes’s first run-in with driving laws.
- In 2024, he was convicted of driving under suspension.
- In May 2025, he was cited again for the same offense.
Now, those past charges could come back to haunt him as prosecutors review the latest case.
