Woman Reports Rape, Harassment
Portsmouth Police responded to a woman who claimed harassment by her rapist, multiple cases of ID theft, and a dangerous house. We break down the highlights from the Portsmouth Police Chief’s Briefing in these 17 slides.

Under The Influence

  • Officers responded to an overdose report at 1:17 am in Larry Hisle Park on Wayne Avenue. A caller reported a man passed out in the park. The man refused treatment.
  • At 8:17 am, a Grant Street caller said a car pulled up tossed someone out of the car. The person appeared to be overdosing. Officers could not locate the alleged victim.
  • A Gallia Street caller reported an apparently drunk man stumbling around near the entrance to PNC on Gallia. Police could not locate him.
  • An intoxicated man called police to an Argonne Road residence at 11:30 pm to complain that his girlfriend was on drugs. Officers saw no signs of hard drug use. Police explained that if he wanted her gone, he’d need to start eviction proceedings.

Can’t We All Just Get Along?

At 2:23 am, police answered a domestic call on Kendall Avenue. The argument appeared to be verbal. Police advised the pair about disturbing the peace. Police were called back to the same address at 5 am for a report that the neighbor kicked their door.

Missing Person Found

Police stopped a person riding a bicycle at night on Gallia around 3:45 am to advise the rider about the importance of having a light and reflector when riding at night.

The rider turned out to be a previously missing person. Officers removed the name from the missing database.

Out With A Stick

At 7:24 am, police responded to a report of a man walking in traffic on US 52 near the Sciotoville Overpass.  The caller said the guy had a big stick.

He told police he planned to go hunting.

Hey! That’s My Stuff

  • Police received a call from a Center Street woman at 9 am. She said her money card is missing and thinks some guests of her roommate took it. Police took information for the report.
  • Rich TV & Home Center contacted police at 10:21 am to report a catalytic converter missing from a truck.
  • An employee of a Walnut Street business found two hoverboards in the alley under a sweatshirt at 11:53 am. Police impounded the items.
  • PHMA contacted police at 11:18 am to report a break-in at the laundromat.
  • A woman contacted police at 1:10 pm to report a stolen package. She said the Post Office delivered it to the wrong address and the person who received it refused to return it. The woman told police she never received a package.
  • An 8th Street man called police at 8 pm to report an attempted burglary. Someone unsuccessfully attempted to get through a metal gate.

Parking In The Yard

Police responded to 17th Street at 9:49 am for a report of a Jeep parked in the yard between two apartment buildings. Officers tried to contact the owner of the vehicle with no luck. They issued a parking citation.

The Man Upstairs

A Hudson House resident contacted police at 10:15 am to report the man who lives in the apartment upstairs. She said he keeps her up at night and makes too much noise moving around his apartment.

She also claimed he “follows her when she goes from one room to another.” Officer advised her to speak with the management about her concerns.

Unsafe to Enter

A Timmonds Avenue caller reported suspicious activity at an abandoned house at 11:47 am. Officers deemed the property unsafe to enter and contacted the Health Department. The Health Department condemned the place back in 2016. They advised officers the structure is unsafe to enter to check inside.

Identity Theft

  • Police responded to yet another case of someone stealing an identity to file for unemployment benefits at 12:46 pm.  They took information for a report.
  • A South Willow Way caller reported another case of ID theft just after 2 pm. She said someone used her information to obtain cellphones. She’s received two bills so far.

In The Weeds

Officers responded to an ongoing dispute on Harding avenue at 12:58 pm. A man said neighbors keep tossing trash in his yard and he caught them on video.

Police discovered that the neighbors had moved a safe back into some weeds on their property after police previously had them remove it. Officers took pictures and forwarded the complaint to the health department.

Abandoned Baby?

A worried Gallia Street caller contacted police to report an abandoned stroller. They weren’t sure if there was a baby in it or not.

Offices found the woman and determined it was her dog stroller.

Lover’s Quarrel

A couple who have the police out to mediate their disputes multiple times a week were at it again just before 2 pm. This time, the male half said the woman was in his yard yelling at him.

She’d left the scene by the time police arrived.

Worried Grandma

A woman asked police to check on her daughter at 3:38 pm. She told police the daughter was hallucinating and believed people are after her. The daughter has a 3-year-old to look after.

When the daughter found out police were on the way, she left with her child. The daughter promised to see a doctor.

Officers told the woman to call them back if the situation gets worse.

Open Door

Officers received a report of an open door at a 16th Street home at 7:23 pm. When the resident’s sister went in, she discovered the woman passed out.

An officer performed CPR on the woman until an ambulance arrived to transport her to the hospital.

Rape and Harassment

Just before 8 pm, a woman reported that she was raped by a man in late November and he was now harassing her.

Police took information for a report.

What’s That Smell?

A Summit Street caller reported a foul smell coming from a garage on the street.

Police said no one answered the door at the home or the garage. The officer didn’t smell anything funny.

Meanwhile at Speedway

Once again, someone loves the Speedway on Gallia so much, they refuse to leave. This time it was two men just after 10 pm.

By the time police arrived, they had gone.
