A 71-year-old Minford man is behind bars, charged with multiple counts of rape of a child under the age of 13.
Just after 1 am on July 1, a call came into Scioto County 911 reporting a child in physical pain.
When Scioto County Sheriff’s Deputies arrived on the scene, they learned the child’s injuries were the result of a sexual assault. They called in detectives from the Special Victims Unit, and medics transported the child to an Adena facility for a sexual assault examination and medical treatment.
It didn’t take long for officers to take 71-year-old Estel Winn from Minford into custody and take him to the Sheriff’s Office for an interview. Shortly after, he was charged with five counts of rape of a child under 13 and booked into the Scioto County Jail with a $125,000 bond, with a hearing set for Portsmouth Municipal Court later in the day.
Scioto County Sheriff David Thoroughman said the investigation is still ongoing and that more charges may be presented to the Scioto County Grand Jury.

This is the third case in just two weeks of an adult arrested for raping a child in Scioto County.
